Abstract

Managing homeless people, beggars, and street children (GPAJ) presents a complex challenge for local governments seeking to maintain public order while protecting vulnerable groups. This study analyzes the implementation of Kudus Regency Regional Regulation No. 15 of 2017 and identifies legal and institutional measures needed for effective, integrated, and humane management. Employing an empirical socio-legal methodology, the study combines statutory, conceptual, and socio-legal approaches through interviews, observations, and qualitative legal-document analysis. Findings show that although the regulation provides preventive, repressive, rehabilitative, and reintegrative measures, implementation remains suboptimal due to limited budgets, human resources, rehabilitation facilities, interagency coordination, and public compliance. Strengthening measures should include integrated standard operating procedures, cross-agency task forces, adequate shelters, needs-based budgeting, proportionate enforcement, empowerment programs, and post-rehabilitation monitoring. Sustainable public order requires integration of legal substance, institutional capacity, and legal culture.
